Statement on Proviso 27.1
SCLA stands with the South Carolina State Library against the change to Proviso 27.1. Attached to the budget approval securing state aid to SC public libraries, this proviso is vague and removes local control from legislatively created county library boards concerning collection creation and maintenance.
