The Motor Vehicles Subcommittee of the House Education and Public Works
Committee met this morning to consider S. 1392---the Senate bill that
incorporates the I Support Libraries License Tag Bill. The subcommittee
amended the bill to require additional pre-paid applications or a higher
amount to be paid by the organization(s) requesting the tags. The original
bill required 400 pre-paid applications. This has been raised to 600. The
original bill required $4,000 to produce the tags. This has been raised to
$7,500. These increases were made in an attempt to more fully cover the
production costs of the tags. If this change becomes law, it will be
necessary for SCLA and SCASL to either encourage 600 association members
and/or library supporters to apply for the tags OR pay the Dept. of Motor
Vehicles $7,500 up-front from association budgets, which as I understand it
would be repaid as tags are sold. SCLA and SCASL would have to agree on a
methodology for splitting the costs.
S. 1392 now goes to the full House Education and Public Works Committee. If
it passes the House, it will go to a Conference Committee since the language
will be different in the House passed bill.
