The Richland County Public Library seeks qualified applicants for the position of Virtual Services Manager.  This is an exciting opportunity to create and lead the direction of a new Virtual Services Department to enrich the digital experience of library users, including establishing a new staff for the Virtual Services Department.

Location:  Main Library, 1431 Assembly St., Columbia, SC  29201.

Schedule:  37.5 hours per week :  9:00-5:30, Monday - Friday, other hours as needed (FLSA Exempt).


(RCPL may change schedule, location, and duties of any library job, dependent upon the needs of the library system.)

Examples of Work:
Management, supervision, and administration of the Virtual Services Department, the Virtual Branch, and the Library website.
Coordination with the Technology Department and others, for the overall delivery of the RCPL digital customer experience within the Library website, online catalog, intranet, and external web applications.
Leadership of Virtual Services Department team in effective management of operations.  Liaison and coordination with all other departments as needed, especially including but not limited to the Technology Department, to address strategic and operational details.
Works closely with the Technology Department, the Public Relations Department, the Web Advisory Committee, and other departments/teams, to ensure that the website is maintained as needed.   Coordinates tactical plan objectives related to the Library website.  Ensures that all services provided by the Virtual Services department are coordinated with services offered through and needed by the rest of the system.
Evaluates and approves new and replacement virtual technologies, in coordination with the Technologies Administrator.
Interviews, supervises, and evaluates Virtual Services Department staff.
Leads goal-setting and planning.  Communicates system initiatives to staff  and customers.  Sets goals for Department, Virtual Branch, and website.
Evaluates web services and Departmental operations.  Provides website usability consultation to entire RCPL organization.   Ensures customer focus in digital services development process, and oversees the coordination of usability and quality testing for all areas of development.
Ensures the quality of websites and related digital content, assuring that content is current and is effectively communicated.
Analyzes proposed workflow of online applications and websites in order to visualize and design more effective interfaces for RCPL's customers.
Translates strategic goals, business requirements and customer preferences into intuitive, easy to navigate, functional and engaging interfaces and features.  Balances customer needs and content owner requirement, analyzing risks, impacts and interdependencies.
Utilizes site metrics tools and statistical data to analyze site usage, identify opportunities and maximize customer digital impact.
Keeps informed of emerging technologies and standards and constantly seeks opportunities to take advantage of new media, emerging social tools and interactive research to enhance customer experience.  Responsible for implementing and providing innovative virtual services.
Coordinates, initiates, and approves documentation to assure proper fiscal and regulatory control.  Prepares and manages Department budget.
Delegates tasks, fields questions/complaints and gathers data to prepare supporting communications.  Owns customer complaints until resolution.
Evaluates, selects, contacts and communicates with vendors in the support and development of applications and solutions for digital technology.
Utilizes computer applications and library equipment, maintains current knowledge of system-wide and location specific procedures, processes, policies and operations. Maintains open and effective channels of communication.
Serves in an advisory capacity in conjunction with the Technology Department on the format and display of the Library's online catalog.
Oversees website training for RCPL staff.
Other Important Responsibilities:
Provides second tier support for technical issues involving the website.  Creates and maintains web pages; inputs data; updates the website.
Serves as Library liaison to the community and to the Library staff for the website.
Serves as a rotating weekend supervisor.
Performs other associated duties as required or assigned.

Minimum qualifications:
1.  Master's degree in any relevant field; plus a combined total of at least 4 years of relevant experience, which includes managing web teams, website experiences, complex site design/development, and library work.
2.  Master's degree is preferred minimum qualification, however, in lieu of the Master's degree and experience requirements stated above, consideration will go to applicants with a Bachelor's degree including major coursework in interactive web design, instructional design, information design and/or user-experience-related fields; and at least 5 years of relevant applied experience including managing web teams and website experiences.   Candidates must have broad experience in the design and development of complex sites and basic knowledge of libraries.  (Qualifying degree, whether Bachelor's or Master's, must have been earned from an accredited college or university.)
3.  Valid driver's license with safe driving record.
4.  Ability to perform the functions of the job.

Salary:  Negotiable, from $64,000, plus salaried benefits.
