DESCRIPTION OF WORK
The State Library of North Carolina is seeking an enthusiastic,
innovative, and outgoing Agency Outreach Librarian to serve as an
integral member of the Government Documents Branch (GDB). The GDB
manages the depository system for NC agency produced publications and
the digital State Publications Collection. The position will work to
identify agency staff involved in publishing/managing publications
and/or working with digitization projects and digital preservation;
conduct information gathering interviews to learn what is currently
being published in digital and print formats by agencies, and to
understand each agency's digital preservation and digitization plans and
needs; participate in the development of workshops and training
sessions, and the creation of training materials focusing on digital
preservation and digitization projects; create marketing materials;
assist in developing, compiling and evaluating an annual survey;
participate in policy and standards development; regularly review and
analyze results from the Internet Archive-It web capture service.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge and understanding of principles, policies, practices,
standards, and trends in library and information science, archival work,
and/or records management, particularly as related to state and federal
documents and records; digital information management, preservation and
access; and copyright laws. Familiarity with NC state government
structure and organization a plus. Experience conducting outreach and
training preferred. Extremely strong verbal and written communication
skills and demonstrated ability to innovate; initiate contacts, and
develop effective working relationships with library and state agency
staff; work independently as well as part of a collaborative team;
recognize and pursue collaborative/partnership opportunities to further
program goals; and design and use web-based survey tools/questionnaires
to obtain input/feedback from state agencies related to publishing and
distribution of agency publications and information
TRAINING AND EXPERIENCE
This position is at the Journey level of the Librarian Professional
career band pending official classification and review. Salary will be
determined commensurate with competencies. Applicants at the
contributing level may be considered. For the purposes of state employee
promotional priority, this position will be treated as the equivalent of
a salary grade 69. Degrees must be received from appropriately (ALA)
accredited institutions or regionally accredited programs in North
Carolina.

DESCRIPTION OF WORK
The State Library of North Carolina seeks an enthusiastic, innovative,
and outgoing Digital Projects Liaison to join the Digital Information
Management Program (DIMP) team. The DIMP works to ensure preservation
and permanent public access to digital information produced by North
Carolina state government. This position works with NC state agency
staff and the Carolina Digital Library and Archives at UNC-CH to
digitize up to 25,000 pages of state government publications. Directs
one part-time digitization specialist; provides individual and group
digitization & digital information management training/assistance to
state agency staff related to document selection and scanning
preparation, web harvesting, quality control, and metadata and
cataloging records enhancement; and coordinates the transfer of the
print materials digitized by state agencies to the State Library
collection. Position assists in conducting information gathering
interviews with state agencies and identifying and responding to
requests to digitize print state publications in the State Library's
collection. Conducts research and monitors news/developments in the
field of digital preservation, digitization, and access. Participates in
DIMP policy and standards development activities.
KNOWLEDGE, SKILLS AND ABILITIES
Broad knowledge of professional library and information science,
archival, and/or records management principles, methods, and practices,
particularly as they relate to the preservation and access of digital
information; a strong desire to innovate; strong project management
skills and a demonstrated collaborative ability; knowledge of metadata
standards (MARC/Dublin Core/METS) and digitization standards, routines,
and technologies; and familiarity with NC state government structure and
organization. Proven experience with scanning technologies and software
required. Experience with digital asset management systems, such as
CONTENTdm, and training or teaching is preferred. Strong verbal and
written communication skills. Ability to work independently as well as
in a collaborative team environment.
TRAINING AND EXPERIENCE
Master s degree in library and information science or a related
discipline; or equivalent combination of training and experience. Degree
must be received from appropriately accredited (ALA) institutions or
regionally accredited programs in North Carolina. This position is at
the Contributing level of the Librarian Professional career band. Salary
will be determined commensurate with competencies. For the purposes of
state employee promotional priority, this position will be treated as
the equivalent of a salary grade 65. Degrees must be received from
appropriately (ALA) accredited institutions or regionally accredited
programs in North Carolina. Degrees must be from appropriately
accredited institutions.
