The Committee’s major accomplishment this year was to continue the momentum from last year’s changes to the Handbook. The Committee worked with the College and University Section, Public Library Section, Archives and Special Collections Round Table, and the New Members Round Table to help the change or create bylaws for these groups. They also made suggestions regarding the bylaws for the Online Users Round Table and Round Table for African American Concerns, which will be brought before the Board next year. While it is still the case that not all Sections and Round Tables have their bylaws in the Handbook, by the end of this year nearly half of them do. The Committee also consulted via e-mail regarding changes to the Association Bylaws and other changes suggested by the Archives and History Committee as well as changes proposed last year but not brought before the Board, such as a rewriting of the Executive
Secretary’s duties.

The Committee Chair has provided information and the suggestions to the President regarding ex-officio member of the Editorial Committee, Board electronic voting for a PATRIOT Act petition from ALA, recruiting students for library scholarships (Palmetto and PINE initiatives), possible topics for the March 24, 2004 Board meeting, the need for bylaws of Sections and Round Tables to be in the Handbook, voting members of the Board, the process of appointing individuals to committees, subcommittees, and general parliamentary procedure, as well as providing an electronic copy of the proposed changes to the Executive Secretary position. He has also
provided advice to the Resource Sharing Interest Group concerning elections, the Chair of the Intellectual Freedom Committee regarding the best way to bring the PATRIOT Act petition from ALA to the Board, the SCLA Webmaster on revisions to the online Handbook and the SCLA web site, and both the Chair and incoming Chair of the Technical Services Section on bylaws.

He was also involved in discussions concerning changes in the minimum number of members for Sections and Round Tables proposed by the Planning Committee, a proposal from the Finance Committee that the required number of signatures on checks disbursed by the Association be
raised from one to two, and the qualities the Association might suggest to a search committee looking for a new State Librarian.

In addition, the Chair answered questions from the Chair of the Public Services Section on procedures for the election of interest group officers, from the incoming Chair of Special Libraries Section on bylaws and Section minimum membership, and from the Executive Secretary on the status of the Sponsorship Committee and on whether the Association had associate memberships.
