2002 Annual Report of the Constitution, Bylaws, and Handbook Revision Committee
The Constitution, Bylaws and Handbook Revision Committee accomplished two major goals. Foremost was the completion of the SCLA Handbook in PDF format on the SCLA web site. The site features both the HTML and WORD versions. Joe Allen and Paul Lewis worked many hours on this project.
In addition to the above goal, the Committee proposed changes in seven areas to the SCLA Handbook. The primary change involved the initiating the Executive Committee of the Executive Board in Constitution Article IV and defining the duties of the Executive Committee in Bylaws Article IV. Other changes included gender corrections, wording in the reimbursement policy, duty change for the Legislative Committee, listing the School of Library and Information Science as the new title, and citing the new name Youth Services Section (YSS) for the former Children and Youth in Schools and Public Libraries Section. Committee member, Carl Stone, presented the proposals to the membership. All changes were approved.

Constitution Article IV. Officers
Bylaws Article IV Executive Board
- The Executive Committee shall act on emergency matters or on recurring matters that must be disposed of promptly.
- The Executive Committee shall carry out activities previously approved by the Executive Board.
- The Executive Committee shall report to the Executive Board at the next meeting of the Executive Board.
Gender issue corrections
- Bylaws Article III Section 1e. Delete the word “spokesman” and replace with spokesperson. 1. e. Directs the program of the Association and acts as the spokesperson for the Association.
- Bylaws Article III Section 2a Duty of First Vice-President. Delete the “he” and “his” and replace with he/she and his/her ….he/she also serve his/her own term as President or relinquish the office.
- Bylaws Article III Section 3e. Second Vice-President. Delete the word “his” and replace with his/her. If the President who is filling the unexpired term does not wish or cannot serve his/her own term…
- Standing Orders. Model bylaws section/round table Article VIII Sections 3 & 5. Section 3. Delete the words “he” and “his” and replace with Vice-Chair and “the”. The Vice-Chair shall assume the duties of the Chair in the absence of the Chair. The Vice-Chair shall assume the office of Chair if the Chair is unable to complete the term. Section 5 Delete the word he and replace with he/she.

Reimbursement Policy For Association Expenses
The Executive Board, not Executive Committee made the reimbursement policy.
The wording “recommend” is weak for stating a policy.

Section V SECTIONS
The Children and Youth in Schools and Public Libraries Section has approved a new name. The section title is Youth Services Section (YSS). This name change has been approved by the Executive Board.
